Project Overview and Role:

Health Policy Plus (HP+) is a seven-year US$ 222 million project funded by the United States Agency for International Development (USAID), awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ is now in its 6th year. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health, and most recently has started supporting the COVID-19 response. HP+ aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems, through policy development and implementation and strengthening the capacity of in-country partners to navigate complex environments for effective policy design, implementation, and financing aligned to the country’s priorities. 

Health Policy Plus (HP+) is supporting the National AIDS Control Council (NACC), in collaboration with the National AIDS and STIs Control Programme (NASCOP), county governments, partners and stakeholders in the development of County AIDS Implementation Plans (CAIPS) for the period 2020/21-2024/25. HP+ would like to engage the services of five (5) competent consultant editors, to support NACC in the pre-press production of 47 CAIPs (one per county). 

The CAIPs are structured into the following thematic areas:

Universal access to comprehensive, quality, and integrated HIV and STIs prevention services

  • Revitalise shared fast-track commitment towards achieving of treatment Targets
  • Protect the rights of people to live a life free of violence, stigma and discrimination
  • Invest in resilient systems for HIV and other health outcomes
  • Leverage on communities led programmes for an effective response
  • Integrate HIV in humanitarian and emergency responses
  • Promote translation of strategic information, research, surveillance, innovations and implementation of science to inform HIV programming
  • Invest in Long-term HIV financing models
  • Promote Leadership, Communication and Advocacy

Primary Duties and Responsibilities: 

The consultant editors will be expected to develop simple, readable, understandable, high quality documents (CAIP (2020/21-2024/25)).

Key tasks and responsibilities: 

Technical Editing

  • Ensure that the format of CAIP draft is consistent with the various sections/chapters of the CAIP outline provided.
  • Ensure that the CAIP draft is written in simple and clear language that is devoid of technical jargon and unnecessary abbreviations.
  • Eliminate unnecessary and lengthy statements without altering the content.
  • Any other substantive editorial which the editor will find necessary in strengthening the flow of the document and without compromising content.
  • Ensure that there are no typographic errors in the document.

Substantive Editing 

  • The Editor will make logical, objective, and justifiable correction of spelling, grammar, punctuation, terminology, sentence structure, clarity, conciseness, tone, inconsistencies, and typographical errors.
  • Copy editing will involve a close reading, with an eye on consistency of capitalization, spelling and hyphenation and other grammatical, editorial and typographic style.


  1. Edited drafts in soft copy (in MS Word) and hard copy of the final CAIP draft for review by NACC Management. The document will be reviewed by NACC and feedback provided for incorporation in the final document. 
  2. Final edited documents in MS Word. 

Period of performance: through May, 202

Level of effort: each individual consultant will be hired for 10 working days to complete this assignment.

Terms of payment: Payment will be done in full upon submitting the required deliverables and approval by NACC Management. 

Responsibility: The consultant editors will be contracted by HP+, but will work under the supervision of Head of Policy and Strategy, NACC.

Required profile for job ad : Editor(s)
  • Outstanding knowledge and experience in both substantive and copy editing, preferably from a publishing and/or communication background.
  • Ability to address all aspects of both technical and literary writing and with a capacity to demystify technical subjects for mass consumption. 
  • Have a good editorial background.
  • Experience in both writing or publishing is a desired qualification. 

Minimum requirements and qualifications: 

  • Masters degree in publishing, communication, or other related social sciences.
  • Five (5) or more years' experience in publishing and editing.
  • At least three (3) years' experience in writing and editing of health and/or HIV related reports, manuals, journals, or other publications. 
  • At least three (3) similar assignments in the past five (5) years. 
  • A good understanding of the current HIV and AIDS issues. 
  • Excellent command of written English.
