Position : Field Services Support Project Manager

Job Title: Project Manager

Initiative Name:  Field Support Services Project (FSSP) – Kenya, Somalia & South Africa

Job type: Full time Contract

Location of Position: Based in Nairobi, Kenya

Reporting to: Project Director

Remuneration:  Fees are subject to negotiation and shall not exceed established market rates.

Indicative LOE/Time Frame: 60 months

Language Requirements: English

About the work:

The Kenya, Somalia & South Africa FSSP provides a range of services in support of the implementation of Canada’s Kenya, Somalia and South Africa programs. The FSSP provides analysis and technical expertise, facilitates knowledge sharing and supports local research and knowledge building. It also provides administrative, financial and logistical services in support of program delivery and policy dialogue, and informs sound, evidence-based planning, monitoring and reporting for development programming in support of Canadian priorities, while enhancing visibility for Canadian programming. It ensures that programming is effective and coordinated while based on strong analysis incorporating a conflict-sensitive and human rights-based approach, with gender equality and the empowerment of women and girls at the core.

Responsibilities:

Based full time in Nairobi, the FSS Project Manager provides senior-level managerial services and advice on project matters to the Development Section at the Canadian High Commission (CHC) in Nairobi, the CHC in Pretoria, DFATD Headquarters and FSSP personnel.

Tasks of the FSS Project Manager include:

  • ensure the overall quality and management of all services offered by the FSSP and ensure that these services meet DFATD expectations and needs;
  • lead the preparation of all key FSSP documents, including procurement plans as part of the Initial Work Plan (IWP), AWP and OPM;
  • review and approve the FSSP budget and financial reports;
  • lead the development of and approve all deliverables identified in Section 7.0 FSSP DELIVERABLES AND REPORTING;
  • plan and coordinate administrative, financial and logistics management services provided under the project;
  • regularly communicate with the Development Section at the CHCs in Nairobi and Pretoria, DFATD headquarters, government authorities or their representatives, and other relevant project stakeholders;
  • develop and maintain networks of key stakeholders (government, civil society, other donors, private sector);
  • plan and coordinate procurement services of goods and services, including the procurement of technical specialist services through local and international competitive processes;
  • analyze, plan, direct and assess the administrative tasks to be carried out by technical specialists, including timely submission of deliverables, adherence to basic professional requirements and alignment with activity specifications;
  • provide other related services, as required (e.g. providing targeted and strategic technical assistance to the host government at DFATD’s request, particularly in the fields of GE, health, education and governance).
Required profile for job ad : Field Services Support Project Manager

Qualifications:

  • PhD or Master in PhD or master’s in political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences.
  • 10 years of experience as Project Manager;
  • Experience managing a budget of $1.5 million CAD or more;
  • 4 different types of stakeholder organisations or more;
  • Demonstrated experience managing the following: administrative activities, procurement activities, financial activities, logistical activities;
  • 5 years cumulative experience working in Kenya, Somalia &South Africa.
