This Opportunity:
Palladium is implementing the New Partnerships Initiative EXPAND: New Partners for Better Health (NPI EXPAND) activity, a five-year (October 2019-October 2024) USAID-funded cooperative agreement (7200AA19CA00015). The NPI EXPAND activity seeks to increase the availability and use of health services by strengthening the technical and organizational capacity of new and underutilized partners (NUPs) and supporting them to scale up health innovations. Developing the management and technical capacities of local organizations and ensuring they can successfully implement direct awards from USAID and other donors and significantly contribute to USAID's localization agenda.
NPI EXPAND implements a detailed partner-centered and learning-oriented process that involves comprehensive baseline organizational assessments to identify and prioritize capacity needs, planning interventions to address the needs, implementation, monitoring, and evaluation. Currently, NPI EXPAND has activities in nine countries, including Brazil, Ethiopia, Kenya, Liberia, Mali, Pakistan, Senegal, and Tanzania.
The Senior Associate, Capacity Strengthening, will support the Capacity Development Director in managing and coordinating the implementation of NPI EXPAND's capacity strengthening strategy. This role will comprise managing and coordinating the capacity strengthening activities, implementing organizational capacity assessments, planning interventions, and performance measurement across all the countries and sub-awardees. The Senior Associate, Capacity Strengthening, will work with country teams to structure and deliver comprehensive organizational and technical capacity strengthening support to sub-awardees. The staff will also collaborate with NPI EXPAND's Monitoring, Evaluation, and Learning staff to ensure comprehensive planning and systematic tracking of the changes in capacity and performance of sub-awardees.
Location:
The position is based in Palladium’s Washington D.C. or Nairobi office.
The performance period is 1 year, with the possibility of an extension. This position will be based in NPI EXPAND's head office in Washington DC or the field office in Nairobi, Kenya, with at least 30% international travel anticipated.
All applicants must be able to commute to and legally work from either the Palladium office in Washington D.C. OR Nairobi, Kenya. No relocation stipend nor living allowance will be provided for this posting.

Reporting and Supervision:
The Senior Associate, Capacity Strengthening, will report to the Capacity Development Director.
Primary Duties and Responsibilities:
The Senior Associate, Capacity Strengthening, will be responsible for the following tasks:
- Manage the capacity strengthening support of all sub-grantees in the assigned countries
- Support the implementation of organizational capacity assessments and the preparation and implementation of capacity strengthening and performance improvement plans
- Support development, adaptation, and implementation of innovative capacity strengthening approaches, tools, and methodologies for grantees
- Monitor the external capacity strengthening ecosystem and interact with internal and external capacity strengthening practitioners and experts to learn and adapt new ideas and approaches to the project
- Ensure the development or finalization of high-quality, standardized, capacity strengthening materials for use and adaptation across the project
- Directly support sub-awardees in various capacity strengthening activities
- Collaborate with the Project Management Unit in recruiting consultants and other capacity strengthening service providers
- Supervise consultants and other capacity strengthening service providers to ensure quality services and contractual deliverables
- Contribute to knowledge sharing by participating in local, national, and international meetings and events, including social media, webinars, conferences, and meetings
- Collaborate with the Monitoring and Evaluation staff in the monitoring and evaluation of the changes in capacity and performance of sub-grantees
- Contribute to the preparation of NPI EXPAND’s annual work plans and progress reports
- Contribute to the preparation of various technical write-ups on capacity strengthening, including case studies, success stories, and primers
